WoW Forever Leveling Guide 1–60: Zones, Dungeons, Rested XP & Legacy
World of Warcraft: Forever keeps Classic’s 1–60 journey but adds over 1,000 new quests, nine new dungeons, new zones, and several systems that change how you level. This guide covers what’s confirmed and what works in the beta.
Beta reality check: the beta has only been playable to level 30 (level 20 until 30 September). Nobody has tested a 30–60 route yet, so anything past 30 here is based on announced content, not tested routes. Last checked 6 October 2026.
Leveling basics in Forever
- XP needed per level is the same as Classic. An early report of a 26% reduction was retracted. The “reduced” numbers were just Classic’s original table.
- Dungeon XP comes mainly from dungeon quests. On 1 October Blizzard cut the bonus XP from dungeon quests by 50%, because testers were leveling too quickly. Spamming dungeons is now weaker than questing through them once.
- Respawn rates were increased in Hillsbrad Foothills, Ashenvale, Wetlands, Duskwood and Thousand Needles, which are busy questing zones.
- Rough time to 60: community estimates range from about 100 to 180 hours played, depending on class and how much you group. Treat that as a ballpark.
Rested XP: camping, sleeping bags and food
Forever has more ways to earn and boost rested XP than Classic:
- Campfires give one-hour buffs, and the bonus works whether you’re sitting, sleeping, lying down or kneeling. Cooking makes and upgrades campfires →
- Cozy Sleeping Bag: a quest chain from level 14 that runs through Westfall, the Barrens, Stonetalon, Loch Modan and Hillsbrad. It gives a Well-Rested buff of +1% XP per stack (up to 3), counts as a rested area, and party members can use it. Do this chain.
- Crafted food gives a small XP bonus as well as stats.
- Student Fodder no longer gives rested XP. It now heals and gives a short speed burst instead.
Library books: free power while leveling
Collect library books while questing and turn them in for rewards:
| Turn-in | Books | Reward choices |
|---|---|---|
| Friend of the Library | 10 | Scholarly Pendant or Erudite’s Amulet |
| Greater Friend of the Library (level 20) | 20 | Field Researcher’s Loop or Philanthropist’s Ring |
| Level 30 tier | 25 | Truthseeker’s Bow, Crest of Elucidation or Researcher’s Night Light |
Truthseeker’s Bow is so strong for its level that it has started a whole “Hunters overpowered” debate.
Legacy: account-wide leveling perks
Legacy is Forever’s new account-wide progression. You earn points across your characters, then spend them in three trees: Professions, Adventure and Resourcefulness. Perks that speed up leveling include:
- Well Rested (5 ranks): +4% rested XP gain and rested cap per rank.
- Talented (5 ranks): earn talent points before level 10, down to level 5 at max rank.
- Frequent Flier: flight paths are 50% cheaper and 20% faster.
Each character can spend up to 16 points at launch. Blizzard says that in a future beta week it plans to grant every tester 16 Legacy points so the system can be tested without levelling many characters first, and to keep that grant until the beta ends (Blizzard post, 1 Oct). Legacy doesn’t carry over to the Hardcore ruleset. Some perks are still hidden in the beta.
Where to level: zones and dungeons by level
| Level | Where to go | New Forever content |
|---|---|---|
| 1–12 | Your race’s starting zone | Zephras Isle for Skyborne. Afterwards, Alliance Skyborne go to Dalaran and Horde Skyborne to Thunder Bluff. |
| 10–20 | Classic second zones (Westfall, Loch Modan, Barrens, Silverpine…) | Hall of Thanes (13–18, beneath Ironforge), Ruins of Lordaeron (15–20) |
| 20–30 | Redridge, Duskwood, Ashenvale, Stonetalon, Hillsbrad, Wetlands | Excavation Site: Wetlands (26–31) |
| 28–40 | Alterac Mountains, Arathi, Desolace, Stranglethorn | City of Dalaran (28–33), The Drowned City (35–40) |
| 40–50 | Tanaris, Feralas, Hinterlands, Searing Gorge | Krol’dok Stronghold (40–45), Alcaz Prison (48–53). New zones Shen’dralas and Riverglades are expected around here. |
| 50–60 | Un’Goro, Felwood, Winterspring, Eastern/Western Plaguelands | Blackmaw Hold (55–60), Shaper’s Terrace (58–60), and Mount Hyjal at endgame |
Blizzard hasn’t published official level ranges for the new zones, so the placements above are estimates. Beta dungeon ranges may also shift. The Excavation Site moved from 24–29 to 26–31 in the 1 October patch. All dungeons →

- Keep a campfire going when you stop, and eat crafted food.
- Spend Legacy points on Well Rested first if you plan to level alts.
- Not sure what to play? Read best leveling classes.
