The UI is supposed to be nice and clean and easy to use, which is great for Elder Scrolls players. The designers also want players to be looking at the screen more as opposed to say a healer just staring at health bars, which is very common in lots of MMOs.
The designers also want you to react to the monsters directly and not to the UI. So if a monster is charging up a giant fireball it will be clearly obvious that you need to deal with it, rather than just watching a cast bar.
A cool monster is “The Lich”, he can lay down a trap like ability and if you enter it then he will grab you and lift you into the air, stealing part of your soul and slamming you back down to the ground.
One of the nice synergies that the developers like is healing rain (allies can run into an area and give themselves a heal).
